Three-Year Contract with Interwest Consulting for Information Technology Consulting Services in the amount of $270,000. (Council) Recommendation: It is recommended that the City Council: 1. Per BMC 3.12.080, Exceptions to Formal Bidding Requirements, Professional and Personal Services Procurement, authorize exception from formal bidding requirements for services requiring a high degree of technical skill; 2. Authorize City Manager to sign a three-year contract for services with Interwest Consulting Group for consulting services in the amount of $270,000 for the period of July 1, 2014 through June 30, 2017.

Authorize appropriation from Proposition A Fund reserves in the amount $ 55,000 to expenditure Prop A accounts to be determined by the Finance Department. This amount includes an increase of $ 21,000 to cover the cost of the new fees implemented by Metro as of September 15, 2014. 2. Authorize staff to sign and submit required Metro Prop A forms A's that adjust the Prop A forms to reflect the new appropriation of funds.
Oscar Hernandez' Withdrawal of CaiPERS Appeal Recommendation: That the City Council approve the proposed Stipulation and Withdrawal Of Appeal ("Agreement"), whereby Hernandez withdraws his CaiPERS appeal, the City is credited the $ 120,495.94 it paid for five years of service credit for Hernandez, and CaiPERS collects overpaid pension amounts.
