Resolution No. 2014-51 Adopting the City's Records Retention Schedule.(Council) Recommendation: It is recommended that the City Council read by title only, waive further reading and adopt Resolution 2014-51 titled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL, CALIFORNIA, ADOPTING A RECORDS RETENTION SCHEDULE AND AUTHORIZING DESTRUCTION OF CERTAIN CITY RECORDS.
Consideration of a Fourth Amendment to a Professional Services Agreement with Rosenow Spevacek Group (RSG), Inc. for continued Implementation of Redevelopment Dissolution and Other Economic Development and Government Services. (Council) Recommendation: It is recommended that the City Council approve Amendment No. 4 to the Amended and Restated Contract Sen/ices Agreement with Rosenow Spevacek Group (RSG) for a one-year term and in an amount not to exceed $ 45,000 to provide ongoing technical, financial and administrative services necessary for the City to comply with AB1x26 and AV 1484, economic development, affordable housing, and other governmental service support.
4. Sidewalk Cleaning.(Council) Recommendation: It is recommended that the City Council: 1. Approve the proposed expenditure request for a one-time sidewalk cleaning program; and 2. Authorize appropriation of $60,000 from Gas Tax Fund reserves to expenditure accounts to be determined by the Finance Department. 5. Improvement to County of Los Angeles Property Tax Bills. (Council) Recommendation: Receive and File. 6. Approve a New Collaboration with The Encuentro Latino Community Art and Cultural Center (Encuentro Latino) to conduct a Dia De Los Muertos Event. (Council) Recommendation: Authorize staff to move forward with the collaboration with Encuentro Latino to conduct a Dia De Los Muertos Event on Sunday, November 2, 2014 from noon to 8:00 p.m. at the Bell Community Center/Treder Park.
Consideration of a Temporary Use Agreement with Bell Plaza Partnership Limited ("Owner") to use a portion of the rear-facing (west) walls at Bell Plaza Shopping Center for a mural art project. (Council) Recommendation: It is recommended that the City Council: 1. Approve execution of the Temporary Use Agreement between the City and Owner to use the Licensed Area for the mural art project as part of the Event. 2. Authorize and approve the use of City staff and logistical resources, providing insurance and waiving facility fees for the Event.
8. Creation of an Exempt/At Will- Environmental Programs Manager. (Council) Recommendation: it is recommended that the City Council: 1. Authorize the creation of an Environmental Programs Manager position in the City Manager's Department beginning this Fiscal Year (FY 2014-15). 2. Authorize the Finance Department to appropriate the costs of the position to the general Ledger for the period of July 1, 2014 through June 30, 2015. 3. Authorize the inclusion of the Environmental Programs Manager position and corresponding salary range in the next salary resolution to be adopted by the City Council. 4. Approve the job description for the Environmental Programs Manager. 9. Creating the Bell Legacy Fund- Cash Flow Analysis. (Council) Recommendation: Receive and File.
Bell City Employees Association ("BCEA") objection to classifying Administrative Specialist position as at-will. (Council) Recommendation: That the City Council rescind its decision made on June 17, 2014 that the Administrative Specialist classification be made at-will and unrepresented. Further, that the City Council decide to keep the Administrative Specialist classification as a classified position within the City's civil service system.
Recognized Obligation Payment Schedule 14-15B for the January through June, 2015 Period. (Successor Agency to the Bell Community Redevelopment Agency). Recommendation: It is recommended that the Successor Agency receive and file this report.
