Sidewalk Cleaning.(Council) Recommendation: It is recommended that the City Council: 1. Approve the proposed expenditure request for a one-time sidewalk cleaning program; and 2. Authorize appropriation of $60,000 from the Sanitation Fund reserves to expenditure accounts to be determined by the Finance Department.

Mayor's Appointments to the City of Bell Audit Committee. (Council) Recommendation: It is recommended that the Mayor make appointments to the Audit Committee according to the guidelines of the Policy for the City of Bell Audit Committee.
Creation of an Exempt/At Will- Environmental Programs Manager. (Council) Recommendation: It is recommended that the City Council: 1. Authorize the creation of an Environmental Programs Manager position in the City Manager's Department beginning this Fiscal Year (FY 2014-15). 2. Authorize the Finance Department to appropriate the costs of the position to the general Ledger for the period of July 1, 2014 through June 30, 2015. 3. Authorize the inclusion of the Environmental Programs Manager position and corresponding salary range in the next salary resolution to be adopted by the City Council. 4. Approve the job description for the Environmental Programs Manager.
State Controller's Office (SCO) Audit Report Findings for Gas Tax Fund, Traffic Congestion Relief Fund and Proposition 1B Fund for the Period July 1, 2010 through June 30, 2013. (Council) Recommendation: It is recommended that the City Council: 1. Finding 1: Authorize 1,593 appropriation from General Fund reserves and a transfer to Gas Tax Fund to record audit adjustments from prior audit report dated October 20, 2010; 2. Finding 2: Authorize $ 341,100 appropriation from General Fund reserves and a transfer to Gas Tax Fund to reimburse Gas Tax Fund for costs charged un excess of general maintenance services and for payments made to general maintenance services without a written contract; 3. Finding 3: Authorize $ 117,379 appropriation from General Fund reserves and a transfer to gas Tax Fund to reimburse the Gas Tax Fund for payments made to street sweeping services without a written contract; 4. Finding 4: Authorize $ 63,581 appropriation from General Fund reserves and a transfer to Gas Tax Fund to reimburse the Gas Tax for payments made for engineering services without a written contract; 5. Finding 5: Authorize $318,737 appropriation of unused proceeds from the Traffic Congestion Relief Fund (TCRF) to expenditure accounts within the Gas Tax Fund, and authorize payments returning unused proceeds to the State Controller's Office.
Closing Agreement With The Internal Revenue Service Related to Audit of City of Bell 2007 GO Bonds and Authorize Payment of $ 257,728 Settlement. (Council) Recommendation: it is recommended that the City Council: 1. Approve a motion for Mayor or Chief Administrative Officer to sign attached agreement entitled " Closing Agreement on Final Determination Covering Specific Matters" (the Agreement) 2. Authorize a budget amendment and appropriation from General Fund reserves of $ 257,728 for payment to the Internal Revenue Service pursuant to the Agreement.
