Per BMC 3.12.080 (F) 5., authorize exemption from competitive bidding requirements for professional services involving a high degree of technical skill; 2. Authorize the City Manager to execute the contract for the development and creation of a Citywide Emergency/Disaster Operations Plan (EOP) and a Continuity of Operations Plan (COOP), in the amount of $ 49,959, to Willdan Homeland Solutions; and 3. Authorize a budget amendment and appropriation in the amount of $ 49,959 from General Fund reserves to the Police Department's Administration activity, professional services line item.

Dissolution of Bell-Cudahy Telecommunications Authority. (Council) Recommendation: It is recommended that the City Council: 1. Adopt Resolution No. 2014-55, titled: A RESOLUTION OF THE CITY OF BELL CITY COUNCIL DISSOLVING THE BELL-CUDAHY TELECOMMUNICATIONS AUTHORITY 2. Authorize a budget amendment and appropriation from general Fund reserves in the amount of $ 192, 979.88 to the City's Non-Department expenditure budget, settlement line item, for payment to the City of Cudahy for amounts owed to the City of Cudahy upon adoption of the Resolution of Dissolution by both cities.
