Approval of Animal Control Contract with Los Angeles County Department of Animal Control from November 1, 2014 to June 30, 2019.(Council) Recommendation: It is recommended that the City Council: 1. Authorize the City Manager to sign the Animal Control Contract with Los Angeles County Department of Animal Control from November 1, 2014 through June 30, 2014. 2. Funding for this expenditure was allocated in Fiscal year 2013-2014. Upon approval of this contract, staff request permission to allocate funding accordingly to the following budgets FY 2014-15, 2015-2016, 2016-2017, 2017-2018 and 2018-19.
Award of a Construction Contract to Sialic Contractors Corporation, dba Shawnan, in the amount of $ 1,473,724.83 for the Street Rehabilitation Project 2014/2015. (Council) Recommendation: It is recommended that the City Council: 1. Approve the construction contract with Shawnan in the amount $ 1,473,724.83 for the Street Rehabilitation Project 2014/2015; 2. Authorize the City Engineer to approve the expenditure of a construction contingency, if necessary, not to exceed 10% of the contract amount or $147,373 for change orders and other unforeseen construction work that may be required to complete the project; 3. Authorize a reduction of budget appropriations of $ 339,804.46 back to Proposition C Fund reserves and $31,408.23 back to Gas Tax Fund reserves; and 4. Authorize a budget adjustment to increase the budget amount by $15,810.00 for the Cal Recycle Grant Fund.

(Council) Recommendation: It is recommended that the City Council: 1. Authorize $27,778 appropriation from General Fund reserves and a transfer to Measure R Fund to reimburse Measure R Fund for unsupported cost allocation plan created by NBS Consulting Firm; 2. Authorize $ 595,645 appropriation form general Fund reserves and transfers of $ 530,775 to Proposition A Fund and $ 64,870 to Proposition C Fund for failure to file project preapproval forms in timely manner; 3.
