Recommendation: It is recommended that the City Council read by title only, waive further reading and adopt Resolution 2014-64 titled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL, CALIFORNIA RESCINDING RESOLUTION 2011-04 AND ESTABLISHING GUIDELINES FOR "FORTHWITH" ADVANCE PAYMENTS TO VENDORS AND CONTRACTORS.

Proposal to Replace and Refurbish Bus Shelters and to Design an Enhance Bus Stop on Pine Avenue, north of Gage Avenue. (Council) Recommendation: It is recommended that the City Council: (1) approve the proposed expenditure request for bust shelter improvements and the design of an enhanced bus stop; and (2) authorize appropriation of $196,900 from Prop A Fund reserves to expenditure accounts to be determined by the Finance Department.
Community Development Block Grant Administration Services Agreement. (Council) Recommendation: Staff recommends that the City Council approve the proposed agreement with LDM Associated, Inc., in an amount not to exceed $ 25,000 for the remaining FY 2014-15.
Creation of a Part-Time/At Will - Council Aide Classification. (Council) Recommendation: It is recommended that the City Council: 1. Approve the job description for the part-time Council Aide position in the City Manager's Department beginning this Fiscal Year (FY 2014-15). 2. Authorize the inclusion of the Council Aide position and corresponding salary range in the next salary resolution to be adopted by the City Council.
