Award of a Construction Contract to All American Asphalt in the amount of $643,000 for the Florence Avenue Overlay Project. (Council) Recommendation: It is recommended that the City Council: a. Approve the construction contract with All American Asphalt in the amount of $643,000 for the Florence Avenue Overlay Project; b. Authorize the City Engineer to approve the expenditure of a construction contingency, if necessary, not to exceed 10% of the contract amount or $ 64,300 for change orders and other unforeseen construction work that may be required to complete the project; c. Read by title only, waive further reading, and adopt Resolution No. 2016-11 titled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL AUTHORIZING FY 2015-16 BUDGET AMENDMENTS TO TRANSFER $214,000 FROM STPL FLORENCE AVENUE OUTLAY TO STPL RESERVES, TRANSFER $281,034 FROM PROP C RESERVES TO PROP C FLORENCE AVENUE OVERLAY PROJECT , AND TRANSFER $87,166 FROM GAS TAX RESERVES TO GAS TAX FLORENCE AVENUE OVERLAY PROJECT d. Authorize to add $53,100 from CalRecycle Pavement Rehabilitation Account to the project budget; and e. Authorize the City Manager to execute the reimbursement agreement with the City of Huntington Park.
Authorize the City Manager to enter into a six-month agreement with American Guard Services Inc. to continue providing Crossing Guard Services at (12) intersections near schools in Bell, to allow for sufficient time for a formal Request For Services (RFP) bidding process. (Council) Recommendation: It is recommended that the City Council authorize the City Manager to enter into a six-month agreement to continue Crossing Guard Services at (12) locations. The six-month contract would minimize potential civil liability to City, which may be present as a result of the informal services being rendered without a valid service contract
Creation of an Exempt/At Will - Community Services Manager. (Council) Recommendation: It is recommended that the City Council: a. Authorize the creation of a Community Services manager position in the Community Services Department beginning in the current fiscal year 2015-16; b. Authorize the Finance Department to appropriate the costs of the position to the General Ledger for the period of July 1, 2015 through June 30, 2016; c. Authorize the inclusion of the Community Services Manager position and corresponding salary range in the next salary resolution to be adopted by the City Council; and d. Approve the job description for the Community Services Manager.
Letter of Opposition for Senate Bill 876 (Liu) Homelessness. (Council) Recommendation: It is recommended that the City Council authorize the Mayor to execute a Letter of Opposition for Senate Bill 876 (Liu)
Update the City's Resolution for Benefits for Civil Service Employees not in the Classified Service (i.e. unrepresented employees) and Rescinding Resolution Nos. 2008-05 and 2015-32. (Council) Recommendation: It is recommended that the City Council read by title only, waive further reading and adopt Resolution No. 2016-15, a Resolution of the City Council of the City of Bell Establishing the Benefits for Civil Service Employees not in the Classified Service per section 2.84.030(C) of the Bell Municipal Code and Rescinding Resolution Nos. 2008-05 and 2015-32.
