Recommendation: It is recommended that the Mayor and City Council adopt the attached resolution in connection with the TEFRA Hearing for proposed financing of a multifamily housing project accomplished through the issuance of bonds by the CSCDA.
Consideration of Mitigated Negative Declaration, Conditional Use Permit CUP No 2015-01, and a Determination of Public Convenience or Necessity (PCN), to allow for the development of a 2.17 acre site to include modification of an existing retail building and reconfiguration of parking and construction of an 18,557 square foot retail grocery market with Beer and Wine sales for off-site consumption. The project site is located at 6400 Atlantic Avenue. (Planning Commission) Recommendation: It is recommended that the Planning Commission: 1. Conduct a public hearing; and 2. Read by title only, waive further reading and adopt Resolution No. 2016-26-PC -adopting the Mitigated Negative Declaration and approving Conditional Use Permit (CUP) No 2015-01, and a Determination of Public Convenience or Necessity (PCN), to allow for the development of a 2.17 acre site to include modification of an existing retail building and reconfiguration of parking and the construction of an 18,557 square foot retail grocery market with Beer and Wine sales for off-site consumption subject to the Developer work with staff to refine the overall design of the project to comply with General Plan land use objective and policies in accordance with attached conditions of approval.

Notice to Intent of Rejoining the Los Angeles Regional Interoperable Communications System (LA-RICS). (Council) Recommendation: It is recommended that the City Council authorize the City Manager to sign an MOU rejoining the Los Angeles Radio Interoperable Communications System (LA-RICS) Joint Powers Authority (JPA).
Exclusive Negotiation Agreement for 6501 Atlantic Avenue. (Council) Recommendation: It is recommended that the City Council and Successor Agency approve the Exclusive Negotiation Agreement with Arroyo Seco, LLC for city-owned and Successor Agency on 6501 Atlantic Avenue (Project Site).
Approval to submit U.S. Soccer Foundation - Safe Places to Play Grant. (Council) Recommendation: It is recommended that the City Council: 1. Authorize the Community Services Department (CSD) to submit a U.S. Soccer Foundation Safe Places to Play Grant for $32,377 which is 10% of the project quote provided by Hellas Construction for the placement of a new synthetic turf at Ernest Debs Park. 2. Authorize the Community Services Department to submit a U.S. Soccer Foundation Safe Places to Play Grant for the maximum amount of $25,000 for Lighting with Musco Lighting. 3. Authorize and appropriate $275,000 from the General Reserve funds to CSD Capital Outlay budget for FY 2016/2017, 2017/2018.
