(Planning Commission) Recommendation: It is recommended that the Planning Commission take no action on the item since the Applicant has officially withdrawn the application.

Establishment of Residential Code Compliance Task Force. Creation of an Exempt/At Will - Public Works Manager. (Council) Recommendation: It is recommended that the City Council: a) Authorize the creation of a Public Works Manager position in the current fiscal year 2016-17 and approved the job description (attachment 1) for the Public Works Manager. b) Read by title only, waive further reading and adopt Resolution 2016-47 titled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL AUTHORIZING THE CREATION OF A PUBLIC WORKS MANAGER POSITION AND APPROVE A FY 2016-17 BUDGET AMENDMENT TO APPROPRIATE $84,776.90 FROM THE 1) GENERAL FUND UNRESTRICTED FUND BALANCE, 2) LIGHTING & LANDSCAPE SPECIAL FUNDS, 3) SEWER SPECIAL FUNDS, AND 3) SANITATION SPECIAL FUNDS c) Authorize the Finance Department to appropriate the costs of the position to the General Ledger for the period of July 1, 2016 through June 30, 2017.
