Mayor and City Council Communications Pursuant to Assembly Bill 1234, this is the time and place to provide a brief report on meetings, seminars and conferences attended by the Mayor and City Councilmembers.
Public Hearing to Consider a Proposed Amendment to the FY 2016-17 CDBG Program. (Council) Recommendation: It is recommended that the City Council: a. Conduct the Public Hearing for an amendment to the Fiscal Year 2016-17 Community Development Block Grant Program; and b. Authorize $140,285 of additional unallocated CDBG Funding for the Treder Park Improvement project.
Unfunded Retirement Liabilities. (Council) Recommendation: It is recommended that the City Council direct Staff to proceed on any of the options provided in the report.
90 Anniversary Celebration Discussion and City Council Direction. (Council) Recommendation: It is recommended that the City Council: a. Select one logo to represent the City's 90th Anniversary during the 2017 calendar year; and b. Provide direction to the Community Services Department on the activities and festivities for the City's 90th Anniversary Celebration.
Settlement Agreement with Belfor re Defective Flooring in Community Center and Second Amendment to Agreement for Construction Services with Belfor for Restoration of Community Center. (Council) Recommendation: It is recommended that the City Council: a. Enter into the "Settlement Agreement & General Release of Ail Claims" approving a settlement between the City and Belfor to resolve a dispute over defective flooring installed by Belfor during its restoration of the Bell Community Center, and that the Council further authorize the Mayor to execute the same. b. Amend the Phase 2 Contract between the City and Belfor for restoration of the Bell Community Center to reduce the Phase 2 Contract's compensation by $35,000, from $262,447.37 to $227,447.37, and that the Council further authorize the Mayor to execute the same. c. Accept the Phase 2 Contract work as completed (except for the flooring) and authorize payment of $227,447.37 to Belfor. d. Read by title only, waive further reading and adopt Resolution No. 2016-60 titled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL AUTHORIZING A FY 2015-16 BUDGET AMENDMENT TO APPROPRIATE $262,447.37 FROM THE GENERAL FUND UNRESTRICTED FUND BALANCE TO THE RISK MANAGEMENT DIVISION CSD FIRE RECOVERY PROJECT FUND
Approve contract with DFS Flooring for the installation of a new floor at the Beil Community Center. (Council) Recommendation: It is recommended that the City Council approve an agreement with DFS Flooring for an amount of $34,816 for the installation of a new floor at the Bell Community Center and authorize the Mayor to execute the agreement.
Approve a Resolution Authorizing a Budget Adjustment of $101,360 from Landscape and Lighting Reserve for the Second Amendment to the West Coast Arborists (WCA) Contract for Tree Trimming and Tree Planting Services. (Council) Recommendation: It is recommended that the City Council read by title only, waive further reading and adopt Resolution 2016-58 titled: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL AUTHORIZING FY 2016-17 BUDGET AMENDMENTS TO TRANSFER $101,360.00 FROM LANDSCAPE AND LIGHTING RESERVES TO LANDSCAPE AND LIGHTING PROFESSIONAL SERVICES ACCOUNT
Further update to the City's Resolution for Benefits for Civil Service Employees not in the Classified Service (i.e. unrepresented employees) to clarify certain provisions. (Council) Recommendation: It is recommended that the City Council read by title only, waive further reading and adopt Resolution 2016-59 titled: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL ESTABLISHING THE SALARY AND BENEFITS FOR CIVIL SERVICE EMPLOYEES NOT COVERED BY A MEMORANDUM OF UNDERSTANDING AND/OR NOT IN THE CLASSIFIED SERVICE PER SECTION 2.84.030(C) OF THE BELL MUNICIPAL CODE, RESCINDING AND REPLACING RESOLUTION NO. 2008-05 AND RESCINDING RESOLUTION NOS. 2015-32 AND 2016-15
