(Council) Recommendation: It is recommended that the City Council: a) Award an Invitation for Bid (IFB) to Graffiti Protective Coatings (GPC) in the amount of $180,000 per year; and b) Authorize an amendment to the budget and transfer $51,430.00 of General Fund reserves to the non-departmental general fund account for graffiti services.
Amendment #1 Contract Extension for Interwest Consulting Group (ICG) for Building and Safety Services. (Council) Recommendation: It is recommended that the City Council approve Amendment #1 for Building and Safety Services for Interwest Consulting Group (ICG) in the amount of $1,368,667.28 which includes actual costs spent between September 2012- August 2016 ($1,163,667.28) and the amount projected to be spent between September 2016 - June 30, 2017 ($205,000.00)
Authorize the City Manager to enter in to an agreement with American Guard Services Inc. to continue providing Crossing Guard Services at (12) intersections near schools in Bell, for additional nine-month period. (Council) Recommendation: It is recommended that the City Council authorize the City Manager to enter into a nine-month agreement to continue Crossing Guard Services at (12) locations. The nine-month contract would allow staff an opportunity to determine appropriate budget allocation needs for the 2017/2018, budget cycle, while reducing the anticipated negative impact to the current budget.

(Council) Recommendation: It is recommended that the City Council: a) Approve and authorize a payment to the County of Los Angeles for Maintenance and Operation of the Bell Lighting District; and b) Read by title only, waive further reading and adopt Resolution 2016-80 titled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL AUTHORIZING FY 2016-17 BUDGET AMENDMENTS TO TRANSFER $48,992.00 FROM LANDSCAPE AND LIGHTING DISTRICT RESERVES TO LANDSCAPE AND LIGHITING DISTRICT SERVICES BY OTHER GOVERNMENT UNITS
$462,000 for the 2016/2017 Slurry Seal Project. (Council) Meeting of the Bell City Council and Related Agencies October 26, 2016 Page 3 of 5 Recommendation: It is recommended that the City Council: a) Approve the construction contract with Sully Miller Contracting Company in the amount of $462,000 for the Slurry Seal Project 2016/2017; and b) Authorize the City Engineer to approve the expenditure of a construction contingency, if necessary, not to exceed 10% of the contract amount or $46,200 for change orders and other unforeseen construction work that may be required to complete the project.
