(Council) Recommendation: It is recommended that the City Council read by title only, waive further reading and adopt Resolution 2020-20 titled: A RESOLUTION OF THE BELL CITY COUNCIL APPROVING AMENDMENTS TO FY 2019-2020 AND FY 2020-2021 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAMS PURSUANT TO THE CORONAVIRUS AID, RELIEF AND ECONOMIC SECURITY (CARES) ACT
Business Calendar Lease Agreement of Office Space for Housing Staff at the James George Bell House. (Council/Bell Community Housing Authority) Recommendation: It is recommended that the City Council and Housing Authority Board Members approve a Lease Agreement between the City of Bell and the Bell Community Housing Authority, and further authorize the City Manager to execute said Agreement.
Approve Amendment No. 2 with Transtech Engineers, Inc., for Building and Safety Services. (Council) Recommendation: It is recommended that the City Council approve Amendment No. 2 with Transtech Engineers, Inc., for building and safety services.
Approve Willdan Engineering Contract Amendment No. 2 for Professional City Engineering Services. (Council) Recommendation: It is recommended that the City Council approve Amendment No. 2 to the Willdan Engineering Contract to: a) Extend the term of the Agreement for one year, to June 30, 2021; and b) Increase the FY 19/20 annual compensation maximum to $994,806; and c) Increase the FY 20/21 annual compensation maximum to $1,672,000; and d) Increase the maximum compensation under the extended four-year contract by an additional $1,981,806, from $2,341,000 to $4,322,806.
Approve Resolution No. 2020-19 - Accepting $72,000 in State of California Local Streets and Roads Funding and Appropriating $8,000 of Measure M Local Return Funds to Prepare a Local Roadway Safety Plan. (Council) Recommendation: It is recommended that the City Council read by title only, waive further reading and adopt Resolution No. 2020-19 titled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL ACCEPTING $72,000 IN STATE OF CALIFORNIA LOCAL STREETS AND ROADS FUNDING AND APPROPRIATING $8,000 OF MEASURE M LOCAL RETURN TRANSPORTATION FUNDS TO PREPARE A LOCAL ROADWAY SAFETY PLAN
Discussion regarding the future of Fireworks sales and use within the City, related to the 2018 temporary prohibition of the sale and use of all fireworks adopted on November 28, 2018, under the City of Bell Ordinance No. 1240. (Council) Recommendation: It is recommended that the City Council extend the Temporary Fire Works ban for an additional year.
California Department of General Services/ Office of Administrative Hearings Standard Agreement to furnish the services of Administrative Law Judges for the purpose of conducting administrative hearings. (Council) Recommendation: It is recommended that the City Council: 1. Per BMC 3.12.080 Exceptions to Formal Bidding Requirements, Professional and Personal Services Procurement, authorize an exception from the formal bidding requirements and enter into an agreement with the California Department of General Services/ Office of Administrative Hearings to furnish the services of Administrative Law Judges for the purpose of conducting administrative hearings with the following terms: five year contract in amount not to exceed $48,000; and 2. Authorize the Interim-City Manager to sign and execute the California Department of General Services/ Office of Administrative Hearings’ Standard Agreement.
City Commissions Recruitment and Appointment/Reappointment Process. (Council) Recommendation: It is recommended that the City Council consider extending the terms for those commission members whose term expires this year to December 31, 2020 and suspend the annual recruitment due to the coronavirus (COVID-19) pandemic.
Authorize staff to procure two (2) 2021 Ford Police Interceptors through Cal eProcure, a statewide cooperative purchasing program. (Council) Recommendation: It is recommended that the City Council: 1. Approve the utilization of Cal eProcure, a statewide cooperative purchasing program, to purchase city vehicles; 2. Enter into an agreement with Ford Motor Credit Co-Municipal Finance and award contract to Folsom Ford for the procurement of two (2) 2021 Ford Utility Interceptors which includes the cost of the vehicles and upfitting; and 3. Read by title only, waive further reading and adopt Resolution 2020-26 titled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL AUTHORIZING FY 2019-20 BUDGET AMENDMENT TO TRANSFER $142,558.23 FROM THE GENERAL FUND RESERVES TO THE GENERAL FUND VEHICLE OUTLAY ACCOUNT
Consideration of a Second Restated Amendment to the Disposition and Development Agreement (DDA) with Arroyo Seco, LLC. (Council) Recommendation: It is recommended that the City Council: a. The City Council approve Second Restated Amendment to the Disposition and Development Agreement (“DDA”) to be in substantially the form shown in the Agenda Package and authorize the City Manager and the City Attorney to finalize the Amendment to the final executable form. If in the course of finalizing the Amendment, City staff and Developer reach an impasse upon material policy issues in the Amendment, such items will be returned to Council for reconsideration; and b. The Successor Agency Board approve Second Restated Amendment to the Disposition and Development Agreement (“DDA”) to be in substantially the form shown in the Agenda Package and authorize the Executive Director and the City Attorney to finalize the Amendment to the final executable form. If in the course of finalizing the Amendment, Successor Agency staff and Developer reach an impasse upon material policy issues in the Amendment, such items will be returned to Board for reconsideration.
