Approval of the Amended Recognized Obligation Payment Schedule (“ROPS”) for FY 2021- 22 for DOF Submission. (Successor Agency to the Bell Community Redevelopment Agency) Recommendation: It is recommended that the Members of the Successor Agency approve the amended Recognized Obligation Payment Schedule (“ROPS”) for the 2021-22 Fiscal Period of July 1, 2021 to June 30, 2022 for submission to the Oversight Board for further approval on September 23, 2021 and authorization to transmit to the California Department of Finance (“DOF”) under dissolution law by October 1, 2021.
Authorize the City Manager or his designee to Purchase Vehicles for the Bell Police Department using the American Rescue Plan Act of 202. (City Council) Recommendation: It is recommended that the City Council: 1. Approve the utilization of Cal eProcure-a statewide cooperative purchasing program for the procurement of three (3) patrol units; and 2. Approve the utilization via cooperative purchasing for the procurement of one (1) traffic motorcycle unit; and 3. Authorize the City Manager or his designee to make the arrangements to procure three (3) patrol units and one (1) traffic motorcycle utilizing the American Rescue Plan Act of 2021; and 4. Read by title only, waive further reading and adopt Resolution 2021-47 titled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL AUTHORIZING A FY 2021-22 BUDGET AMENDMENT TO ALLOCATE $290,000 FROM THE CITY OF BELL’S AMERICAN RESCUE PLAN ACT FOR THE PURCHASE OF 3 POLICE INTERCEPTOR UNITS AND 1 TRAFFIC MOTORCYCLE UNIT
Cheli and Atlantic Avenue Specific Plans – Retention of The Arroyo Group. (City Council) Recommendation: It is recommended that the City Council award a contract to The Arroyo Group in an amount not to exceed $431,445 to prepare the Specific Plans for the Cheli and Atlantic Avenue areas and prepare the associated environmental documents.
Senate Bill 970 – California Primary Election Date. (City Council) Recommendation: It is recommended that the City Council provide staff with direction on how to move forward with the 2022 City of Bell General Municipal Election.
Review and Possible Direction Regarding the Role, Duties and Responsibilities, and Authority of the City of Bell Planning Commission. (City Council) Recommendation: It is recommended that the City Council review the duties and responsibilities of the Planning Commission and if necessary, provide direction to staff.
