Consideration of an Interim Urgency Ordinance (No. 1273) declaring a Citywide moratorium on the establishment or relocation of medical and dental clinics in the C-3; direct the City Manager to have the Community Development Department and the Planning Commission review the development standards for medical and dental clinics, survey development standards for medical and dental clinics in other cities and conduct additional research on the number of medical and dental clinics as a proportion of the population in Bell and other surrounding jurisdictions.

3. Appointments to the Planning Commission to Fill Two (2) Vacancies.
